That would be a "natural" dubbing. I think a number of cold climate people dub their roosters so they don't have to deal with a frozen frost bit comb in harsh winters.

Going back to the initial domestication, yes - however, the modern birds today have been changed by selective breeding with many of the changes making them more suited to different climates. In fact, heat is actually a bigger concern than cold when it comes to the health and well-being of modern chickens.
