I hear there is an upscale neighborhood here in Sacramento where free-ranging chickens have become a nuisance & they're trying to get people to come out and PLEEEEASE catch them and give them a home!
That would be Fair Oaks Village. The chickens are famous there, although most of them are roosters. There is a contingency that would like them gone. But since they have created an annual Chicken Festival in their honor, i think they're there to stay.
i do feel bad for them in the cold weather. Saw the prettiest buff laced Polish roo walking down the street there not long ago. Almost turned around and went back to get him.

I know what you mean, as I also feel bad for the outdoor chooks down in Fair Oaks in the cold weather, but they've been there a really long time. I'm sure they've found ways to make it through the winter. I lived in Fair Oaks from 2000 to 2003, and they were a mainstay in the village even then.
Never ceases to amaze me how ppl whose poor chickens stay confined 24/7 with no life at all think their chickens have it so great.. Myob and stop stealing.
