Sounds like you need more heat lamps

They always sell out during spring brooding time, so I stocked up last summer when I had about 3 different brooders going. I have 4 brooder style lamps with various bulbs on hand. I hang them with double-ended bolt snaps so when not in use I clip them to the fence inside the coop where they are handy but out of the way

I've got 20/25 in the brooder today. Four ifs but it don't look good. They've got til this afternoon.

One good thing if they hatch early is you don't have those humidity problems mentioned in your other post. They will up the humidity as they hatch.
