D'Uccle mix, probably with a clean legged breed like the Japanese bantam or an Old English Game bantam.
 
I would say d'Uccle cross breed, also. Our favorite hen is a d'Uccle/Serama cross, and she only has a single feather on each leg. Oddly enough, though, two of her chicks had much more foot feathering than she does, even though their sire was a Serama/OEGB (with no d'Uccle in the mix). I understand that the foot feathering and the muff are incomplete dominent genes.
