Okay so I am wanting to get an incubator, but I have a few requirements. I need the price to be bellow 75.99 (80 if has to be done). Has to be self turning also has to have a fan. I just can decide which one to get.

I don't know if you can really find anything at that price. I love the nurture right 360 incubators. I have two, they are so easy to set up and use. The have a countdown, an easy to see display for both humidity and temp, and is auto turning.

How many eggs are you incubating? In my experience, incubators under $100 are not very reliable.
I think that Little Giant makes one for $50 that has all those requirements. Though I just sold my LG because of the temp swings. I didn't like it much, and got bad hatch rates.

I would highly suggest the Nurture Right 360. It is $150, but so worth it. It has an auto turner, you can refill humidity without opening, (which is crucial for lockdown) it has a full clear dome which makes it SO much easier to see then in the LG, (I hated the Styrofoam on the LG. It got dirty fast being white, and was really hard to see the hatching chicks.) The thermometer and humidity gauge is actually pretty reliable in the NR to. You should always get a second thermometer and humidity gauge for your incubators, but a friend of mine forgot to get a second gauge, and got a good hatch rate without it.
I'm very excited to try with the NR, but if you need other options at a lower price, other members can give you ideas on other incubators. LG and NR are the only ones I have experience with.

An incubator I will not suggest, is the Farm Innovators bator. I used it for a backup for my staggered hatch, absolute hated it.
The temp kept spiking super high, and nothing would stay stable. Overall, I was very disappointed. Luckily eggs only needed to be there for a few days.

Spend the money on a better incubator to start with. If you start with a piece of junk, you'll end up upgrading, anyway, and be out the cost of both incubators. If you start with something nicer, you'll have better hatches that will pay for the difference themselves. If you decide incubating isn't for you, nicer incubators also hold their resale value much better.

Thank y’all for all of y’all’s suggested ones I will be put the links to the ones I am looking at and pics and when I do could y’all tell me what y’all think of them

I just now noticed some of y’all were asking how many eggs I wanted it to fit I would like thirty but I can do down to 12 if I have to I just want to have chicks within 21 days when I decide to have them.

My thoughts exactly.
