I need snow, or I don't know if Kellogs will make it

ok so to date we still do not have snow. its getting to cold out and my water is freezing inside the coop when it usually would not
now for some odd reason Kellogs seems damp all the time. we have lots of ventilation and I am keeping on top of keeping it dry.
he seems damp, his left eye won't open and his back feathers are just yucky looking
I feel like I have no choice I have to put in the heat lamp.
any ideas ?

I don't know what's going on, but I think you'd be better off separating Kellogg from the rest of the chickens because it sounds like he could be sick. If dampness is an issue, a heat lamp will only make matters worse.
