Be frank and upfront. If you don't the problem will continue untill it finally comes to a head and misunderstandings.
We've had to do this before and our neighbor to the west finally asked why our grandkids always act so nice when they used to come over. Told him that it wasn't their property so they could not touch anything unless they asked first, they do this with us since its the ground rules.
