Then you can describe your current situation and post a photo of your brooder set up the way it is currently.

Removing the swimming water was a good start. Make sure they can choose between warm and cool in the brooder. What you described could just be that they are to warm or it could be more serious. A new thread could help get others attention.

That's their oil gland, as they get older you'll see them preening and rubbing their face on that to spread across their feathers. I call it a paint brush lol
