Even a string of Christmas lights works for light, but between stress and possible low previous light exposure it may take a couple weeks. Also sex your birds and make sure you don’t have 80% boys! I feed a 21% protein chicken layer feed and supplement ground egg shells (my celadons like to lay chalky shelled eggs other wise) but you want a minimum 20% protein and 3.5% calcium for laying birds. A wild bird seed mix can be a snack but not their main diet. Also try to avoid medicated feeds, not a great long term option for quail.
