I think the hygrometer is broken - How do I read wet bulb humidity?

Okay, I'm getting my 'bator up and running, and I have the temps right. Now the problem is the humidity. I have three containers in there, two wide and one small, and the humidity won't go above %48. But when I put my hand in the bator it feels really humid. I have 2 hygrometer/thermometers, and both read the same. Is it possible they're both broken, or that even though it feels humid it really isn't???

I just made a wet bulb hygrometer....Now, how do I read the durn thing????
