I have thought all along that this is a cockerel. Big Legs, Fast comb growth but not really red, Slow to feather. I just am not seeing signs of hackle or saddle feathers. I guess maybe he is slow maturing.

Yep, he's a cockerel. English Orps are slow growers.

At 11 weeks they don't usually have hackle or saddle feathers, this age is the very low end of the age range to get them. Orps are slower to mature anyway, but check out that comb---at this age that's all boy!
