I thought I understood the basics...

I will take pictures. Hen is white NN. Rooster is one of 2 isbar/svart hona crosses one is blue, one black. I can get pictures either tomorrow or the next day I've been busy and no notifications. I was thinking the chicks were splash but paint would be interesting. It was an interesting hatch, one of the other chicks appears to be blue barred (I also had a barred rooster, obviously not the father of these 2)

In this case, yes.

It depends on the genetics of the naked neck parent-- there are some naked necks that will produce only chicks with naked necks, but some other naked necks will produce a mix of naked neck and normal neck chicks.

If the barred rooster was in the same pen, he could also be the father of these. Not guaranteed to be, but I don't see any reason to rule him out.
