I thought it was a female quail

They told me this was a female but lately it been crowing

That's definitely a hen. Females do yell loudly if they are calling out to other quail that they cannot get to. A male will chase hens he doesn't like and hens will run away from and refuse to mate with males they don't like. Quail are very particular about their social group and sometimes one bird can throw the whole flock into chaos.
 
I have found that I cant tell the difference between my birds based on color. The only surfire way I know if it’s male is if it produces foam and crows. I find that the foam production happens before they start crowing in the birds I have, but it’s low at first. “Teenage foam” if you will.

Boys and too many boys will lead to trouble in the flock. I’ve taken to separating out the ones I think are boys. It just keeps everyone calmer.
