I was wondering if my golden quial is a female or male it is 4 weeks old

That depends. Some start before they are 6 weeks old. Some haven't laid a single egg when they are 12 weeks old. 6-8 weeks is probably a good average if they are not stressed and they have enough light and proper feed, but many factors can delay the onset of laying.

Ok so I am feeding them chick starter still and they are good when should I change the food to regular chicken feed
 
Neither chick starter nor chicken feed is likely to be suitable for coturnix quail. They'll probably survive on it, but it's far from ideal.
Most people seem to aim for a game bird feed or turkey starter with 25-30% protein. Research says 20-24% should be enough, but people say their quail grow much faster on 30%.
Chicken feed rarely has more than 16-17% protein.
I use a 23-24% game bird starter feed from hatch till death - I crush it up when they are small, feed it as it is when they grow older and add a dish of free choice crushed oyster shell for calcium when they are about 6 weeks old.

If you happen to live in Denmark, I can help you with that. Otherwise - I suppose feed stores are found in the majority of the world.. If people breed turkeys or release gamebirds where you live, you should be able to find a place where you can buy whatever feed they use. If they don't, I think Amazon might sell feed as well? Or other web shops.

Ok I bought a 30 percent protein quial feed
