Identify four week old, was told EE

Hi all! I got a batch of five chicks from a farm swap a couple weeks ago. Three are EE mixes that are about six weeks old and the other two are four weeks old. One is obviously a naked neck (Tiny Tina) but the other one is was told is an EE but his/her feathers are sticking out all crazy? Is this normal or? I am a newbie, obviously.

Affectionately referred to as “Hootie” for his owl like resemblance.

Certainly could be an EE. His feathers are like that because he's a frizzle.

A frizzle! Well that was unexpected. I suppose my flock variety is growing without me even knowing! Haha
