I'm sorry, but a shower is a gift the host does for the showered person. The honored person might suggest people to invite, but that's about it. I know this is your daughter, but she is behaving in a spoiled, hateful way. Ask yourself this question, if you were hosting a party for anyone other than your daughter, would you allow them to tell you how, where and when to have it? Would they get to decide who to invite? What food to serve? Who not to invite?
Have the party you want for your daughter. She is lucky that she is so loved, and even luckier if someone else decides on a second shower.
