The only thing that will 100% keep hawks from eating your chickens is a secure mesh covered run.

I actually saw a video where the run was "mostly" covered but the hawk landed on a nearby fence post, hopped to the ground, under the netting and attacked the whole flock - very sad, but if they are persistent enough as @aart says, they will get in!
