The regs are there so when someone does have a noisy, troublesome flock to the neighbors, there is basis for action.

That means if there are complaints, be prepared to lose a few chickens or other actions.

If you don't have complaints, likely you won't have any troubles. Do you get along with your neighbors? Do *they* know the regulations limiting the number of chickens? If not and your flock is well behaved, they may never have a reason to ;-)

Probably no roosters, too eh?

I would never encourage someone to violate any regulations. But if you and your flock aren't any troubles for the neighbors, then you *are* meeting the spirit and purpose of the regulation.
