All will have humidity, because the room they are in will have a certain % of humidity. If you want to add water or not in the incubator is your call?? But for sure you will need to add water to the hatcher. I have water in my incubator and a lot more water in my hatcher. Check your humidity dry---and see where it is----that will help you decide if you need to add for the incubation or not.

The eggs will most likely still hatch, as lockdown stage is more to keep the chickens from hatching on a moving platform. The chicks may have a little more trouble pipping, since you would not have increased the temp, but don't abandon hope! Just try to get your chickens into your brooder ASAP to keep them from getting hurt in the egg turner.
 
My two and a half year old girls still lay every day but they get a winter break. My first incubator hatch I added a few more eggs for 5 days after I set the first lot. The vast majority hatched just fine over a 4 day period. Coturnix are very tough eggs!
 
Ok will some one post a pic of there brooder so I can see what changes I need to make to mine
