How? Why? Where do you live?
I am in Australia, and it is a violation of traffic law to stick out feet and arms out of a moving vehicle. Not only a hefty fine for doing that, also losing driver licence points which will take 3 years to get back.

Edit to add more info: We have 12 demerit point for an open driver licence. So if we get a fine for sticking out feet/arms out of a moving vehicle, we get fine and lose some of the demerit point which take 3 years to get back. We still can drive with less than 12 demerit point.

What if someone else in the car does it?
It is directing at the driver, and if the passenger is the one that sticking their feet out. I don't know if both get the fine or just the person that does it.

I do know that if a passenger in the car and not wear a seat bell, both the driver and the passenger get the fine and lose the demerit point.

The idea is the driver of the vehicle is responsible for everyone in his/her vehicle.
