What's with the hand behind the back?

I remember my mother had one like the one in the bottom left picture. I thought it was hilarious even at the time.
In public pools and at school we were required to wear one like in the picture on the top right.
I don’t remember where exactly, but I vividly remember the sensation of swimming for the first time without a swim cap. Glorious!

They also had a certain... aroma that is difficult to forget.
