This state law included. I live in Tn also and fired a warning shot at our neighbors great dane because my shepherd would have killed him and I wanted to give it a chance. They called the cops and were told they were lucky I did not kill it. They said next time even if I ended up shooting and killing the dog, they would still fine them on top of it.
