In this reference "hooligan" is a small fish, also know as a candle fish. In my small home town there is a large run, and they are scoop netted. The traditional method of preparation is to bury the fish in a wooden box, and ferment. The oil is then used as a condiment. In my family they were deep fried whole and ungutted. They smelled horrible and tasted worse...but my sister loved them.

Oh! my last few brain cells did fire together. There weren't any hooligan runs near me, but remember seeing a few when I would scuba dive. They were very brave fish. They'd come right up to you. Used to hear that they had so much oil in them, that if you lit them on fire they'd burn like a candle.
