In this reference "hooligan" is a small fish, also know as a candle fish. In my small home town there is a large run, and they are scoop netted. The traditional method of preparation is to bury the fish in a wooden box, and ferment. The oil is then used as a condiment. In my family they were deep fried whole and ungutted. They smelled horrible and tasted worse...but my sister loved them.
No cannibalism involved!
