Different things work for different people. There are too many variables. I use 30% for incubation and 70-75% for hatch. Many people not in a high elevation find humidity levels above 45% for the first 17 days does not allow for proper moisture loss and chicks drown at hatch time. Best thing you can do is monitor air cells and they will tell you what you need to know.

I incubate dry and even once hatched dry and had very good results. Judging by what it is currently -I monitor it much more closely now for my emus- my dry humidity is somewhere around 35%, give or take about ten percent due to weather and other factors.
I stopped adding water before "lockdown" because the majority of my chicks were drowning, and usually I add a small amount of water when the chicks are due to hatch.
