My library has a great book of projects using pallets, I think a coop might be in it. Library meets the criteria: free!

I'd do a simple Ark/A-Frame. Maybe do two at 4x8. You could probably do it for $50 in 2x4's and OSB. Hardware cloth might get you though but I think that's almost unavoidable. Otherwise check out the pigeon loft I built, I posted it last night. It could easily be adjusted to be a bit longer.
