This car most likely is either considered a spare or is now out-of-service due to mileage or mechanical problems. The spare car will be assigned to an officer whose regular car needed repair. The out-of -service cars will eventually be stripped of all police gear and sold at auction.

I LOVE that! And it's sort of hilarious. 15ish days...just over 2 weeks without the car. The car must have been sitting for the dove to make the nest in the first place. We've had this happen with farm equipment. Last 2 years it's been robins building nest on the post pounder. Hubby's worked around it and left time so the robin raised the babies and left. We also stake out the ducks' nests in the hay crops with step in posts and leave a large chunk of uncut hay so her and her nest won't be found by predators...lol.
