Pine pellets are a good substrate, in my experience. I chained my brooders together and just shoed the chicks from one side to the other—kept handling/stress to a minimum. Changed them completely once a week, turning the fresh poop over into dry bedding every day.

Ceramic lamps don't really heat a wide area. I would be checking temps under and near the heat source. I don't think they can all fit in the warm space with so many in there.

I use paper towels over newspaper. Put another layer down when the top is soiled. Remove and replace if they are wet or stinky. After a week, they go outside. Amazing how fast they feather out.
