Looking at your picture I'm noticing several things...

1) The lamp is low enough that none of the chicks are under it.
2) All chicks are in a semi-circle around the lamp, which I think means that it's too cold in your room.
3) All food and water dishes are in the cold zone.

Can you add another lamp and raise the one that's in there and move their food and water closer to the lamps?

I just moved them to that bigger area about two hours before the photo. I did raise it the next time I went up. Room temperature 71. Thermometer by lamp says 90.
This is where one group was before I moved them just after I changed the water.

I have another 100w bulb I can add tonight. I hung it last night, but was too worried there would not be anywhere for one that wants to be cooler.

if a thermostat is at a set position and the thermostat is too, and you have flux of 1-2 degrees that is not an thermostat issue?
It has that probe thingy. You can adjust the amount of variance you want. The lowest it will go in +/- .3 degrees C so if temp goes below that it turns on just like a wafer. Mine is sitting in my cold and less than ideal basement running right now and I'm getting less than 1* flux
 
For whatever it's worth, of my first three chicks that I ever had (cream legbar pullets), two died and only Paula survived. I was using a heat lamp and struggling to keep the temperature low enough. I'm almost certain that I basically cooked the poor little things. I will never use a heat lamp again - use a Mama heating pad now. I was convinced that I was cursed until I put it together (of course, I was pretty inexperienced). 


I know it must be frustrating for us to keep coming up with different things/ideas, but just trying to help. :hugs

it's fine that's how we learn. The thermometer hanging by if says 90°. I can't really raise it, but I could shift to the 100w white bulb. I just figured in 5' square pen they had plenty of room to move where they were comfortable. That picture was taken when I went up to check and turned on the light most of them were asleep till I rattled the cage to see if heads came up.


What's the temp where the water is?

@casportpony the only one that looked sick this morning and last night is favoring it's left leg. That is different than the others. I never noticed that. But with so many sick I might have missed it.
 
I assume that the temp near the water since it is several feet from the light is around 70. The one where the water is in the middle was on purpose set in the group since it was fresh and I wanted them to drink before I moved them to the big pen which is a dog pen.

What's the temp directly under the lamp and at their food and water?

@casportpony the thing is they are dying of the same symptoms in three different set ups. One of which had my four new LO chicks from a different hatchery. I hope my trust in a 'clean' hatchery does not kill them.
