What it really depends on is the amperage. I regularly ran 6k volts on my pasture fence; high tensile smooth aluminum wires (5-6). No amps. Put a couple amps with that kind of voltage and you've got a real problem.

we can't run a single high tensile line , to much heaving in the winter, we have to have poly wire/rope/tape whatever to help it cope with movement
