 lets start here..... then work on humidity....

99 is too low... do you have a fan in your bator?  read below?  have you calibrated your thermometers and hygrometers?

Calibrate the thermometer/s you are using for your Incubator. I use 3 thermometers! You need to make sure your thermometer is reading correctly, Even one degree may cause serious problems with your hatch!  A simple method without specialized instruments and knowledge is to compare your thermometer/hygrometer with other devices.​

CALIBRATION of thermometers:​
Freezing point method.​
Fill a glass with crushed ice. Add a LITTLE clean water until the glass is full and stir. Wait 3 minutes then insert the thermometer tip into the ice-filled glass so it’s in the water ice mixture. Wait a minute and if the thermometer reads 32 F then it’s accurate, and if it does not, it requires calibration.​

I'm using the forced air method not the still air.
 
All you people setting and hatching are making me jealous. I just sold one of my EE boys as a gift for some nice couples' in-laws. I still thin I have about 6 left. One of my half andalusian babies is all black but she is getting some lovely red in the center of some of her breast feathers. Like the shafts are red and the vanes are black. Very pretty.

your have calibrated your thermometers and hygrometers as well? your better off running at 100 than running anything below 99.5 because of household temp flux.... try to raise temps....
