That should be big enough, if it turns enough RPM. Would be nice to know the rated CFM on that fan, but I'm not going to bother you with that. If you can find a sticker on it, it should say something like DC12V 0.__A. This 0.__A is the maximum amps the fan will run at without burning out. You want to match your power supply (cord) to the amps on the fan, or just below. You don't want to give the fan too little amperage, or it will not run as fast as it should. The phone charger should have the amps listed on it, as well.

This is a 4" computer fan, and it shows DC12V 0.31A...
