Sounds like an Big Stick We called them Bleed Sticks. They'd bleed 3-4 channels either side.
And had a cb and a big speaker mounted behind the grill. I didn't have the antennae for the cb, but I liked to scold pedestrians who thought they had the right of way when they didn't. One time I pulled up at a friends house and shouted "this is the police!" They assumed their rowdy neighbors were finally bring arrested. 
I couldn't afford the gas so I got as escort. It was a fun car, though.
