That's the image I got when my first chick hatched. It was all wet and it just payed there flapping its wing at me.

Then call them & tell them to get off their collective butts, trap the bear, and relocate it to somewhere where it won't be tearing up private property!  It's a nuisance bear, for crap's sake, they're relocated all the time. Bureaucratic BS frosts my backside   You're a tax-paying citizen who happens to pay their salaries!

Better yet, call your Congressman or Senator & get them involved.

Thankfully all of my bear experiences have been at a distance.  I lived at a ski resort. I worked at a restaurant in the Resort inn at Main Lodge.   There was a mom bear that had 2 cubs and they would hang out in the trash bin in the parking structure of our guest condos.  From a window behind the hostess desk, we used to watch people walking through that structure on the way to the inn, and spot the bears - just 3 head popping up out of a trash bin.  They'd be half way between going back inside, or continuing to the exit.  We'd take bets on which way they'd run.  We eventually discouraged the bears from returning to that trash bin.  The following year, we think it was one of the cubs that returned.  Now a much bigger male.  He decided he wanted into our kitchen, through our loading dock.  It was raised, so the big rigs could just back up and unload. The bear was just taller than the bottom of the door.   It was a HUGE wooden door on rollers.  We used to keep the door open on nice days, but once that bear started coming around, we had to keep it closed and braced.  It had MASSIVE gouges in it.  Took that bear 2 weeks of being harassed to get discouraged and go somewhere else.

Also, one of my old roommates hit a bear at 60 plus MPH.  That bear was ANGRY - it got up and shook the truck for quite some time, then looked for a way to get in.  My friend crawled under the crushed dash and hid until someone else stopped.  

So, I'd say scare it or make sure you kill it. But chances are, it WILL come back.
