There's a similar storage facility in our area. Mostly used for winter storage of RV's and boats.

In KC they used them for both warehousing and office space.
The office space thing didn't really take off but it made perfect sense. With computers and lighting in offices there was just enough heat generated that there was never need for heat or air conditioning.
Maybe people didn't like the idea of being underground.
The natural stone walls were very attractive.
