When they sit under mom the oils from her feathers waterproof them, that's why ones with mom can go in the water. 102 is too hot for him and dehydration is too big a risk for him. Muscovies are more susceptible to dehydration.I believe mom waits two or three days before taking them to the water (So if it were me, I would wait on it.). Let's see what the others have to say about it.
I would *not* put him in water, he will get water logged and chilled.

I would not put him back in the bator, I would toss the shavings and use a towel instead.
