I'm 99% sure that's a homemade incubator that is made with GQF parts. It should have a back up wafer thermostat but you can see it has a GQF electric thermostat in the pic.
One thing I see that I do not like is the drawers that the egg turners are in. It looks like they have a solid wooden floor. My metal GQF trays have wire floors which allows better airflow and a more even distribution of the heated air. It's not a deal breaker and you could actually cut the floors out of them and add hardware cloth (just make sure to seal the wood where you cut it).
It looks to be much shallower than an original which means will hold a lot less eggs. I would definitely buy this one over a styrofoam one any day of the week but honestly I would try to get him down to at least $200, preferably $175. You can tell him it's homemade, holds way less eggs than the original, and it has much cheaper egg turners in it.
Also I'm not sure that the GQF Water Reserve System will fit on that top shelf (it may fit sideways). The water reserve system is a MUST have....
If you do get it I would put thermometers in each drawer and check the temp. If they vary in temp significantly then I would cut the bottom of the drawers out and add wire....
The only "cheap" part about that setup is the turners. And those turners actually aren't cheap around $50 a piece. They honestly should work as good the real GQF turners... it's just the metal turner is more robust (you would getting a little more for your money)....
Don't get me wrong $250 is not a "bad" price... you just need to know this one is a homemade "GQF" and you can probably find an older original GQF for the same price, though there's not much difference and either one should hatch eggs very well..... I bet he'll take $200, I would start around $175.
I just don't know if they will fit in those turners. If they won't fit then quail turners will cost you $50 a piece.... another price dropping point but I doubt he comes down much lower than $200
This is another benefit of the original GQF metal turner. The entire shelf turns so you just buy different cheap plastic trays (or even egg cartons) for the different eggs you're incubating....
