India Blue How do there colors change though there different life stages?

Ok I looked at it again, It looks like the pink Eye lid coming from the front of the eye back, it is more noticable in the right eye, the left eye has it but not as much, the eye does not look puffy, I picked up Tylan 200 in case I need it any suggestions? Thamks
Please don't take this the wrong way, I mean no offense, really, but he looks a little too fluffed up in the pictures, like maybe he isn't feeling well? Maybe I'm just paranoid, but I watch them very closely when they get that look.

The hen standing next to him looks normal, but his wings are droopy, his tail is down and he's fluffed.
 
No Offense taken, I am new to peafowl, I keep there coop clean fresh water fresh food, I am trying to do the best for them that I can, This is the way they looked when I got them, the male was very lethargic the first few days he does seem better now, I am going to go try and snap some photos of his eyes.
 
FWIW, I have two IB boys, that are about the same age as your guy. They hatched June 23th and August 22nd and weigh 3.4kg and 3.1kg, the girls all weigh a little less, like just under 3kg. I know ours aren't related, so I'm not saying that yours should weigh what mine do, but I thought that knowing how much another peateen weighs might be useful information for you or someone else.
 
I'm no expert, but it does look like he has some sort of upper respiratory and/or sinus infection, which might explain his fluffed, droopy wing look.

Edited to add that it looks like both eyes are affected, not just the right.

Thanks so any other thoughts? Treatment options and steps to treat, I am nervous about poking him so close to his eye with a needle, I have Tylan 200 and I picked up 22 GA Needle it's the smallest that they have at tractor supply.

I have a bottle of Tylan, but I have never used it, so I can't comment on it other than to say it will probably work on most gram positive infections, but it has a limited coverage on gram negative infections. Hopefully others can offer you better advice on dosing amounts, etc.

Excuse me for jumping in here, but I believe you said he had been pecked (?) on his head and had missing feathers/bald spots.
I wonder if what we're seeing could be scar tissue (maybe he was actually injured on his head).
I'm thinking of the fact that scar tissue can pull on surrounding tissue, and maybe a scar on the top of his head is pulling his eyelids up.
(You know, like a facelift.)
 
I thought that, too, at first, but his left eye looks too watery and his overall condition makes me think there is something else going on, but like I said before, maybe I'm just too paranoid.
