Indian runners ducklings - Need help!

I have 4 ten day old ducklings ( Bought from a breeder), they currently live in a shed, they make lots of mess with the water(which i am used to) LOL and we get little black flies, are these harmful?
A few people say on a concrete floor, but i do not like the sound of this, as concrete is cold and can be drafty.

With my own stock which are 5 weeks, i let them paddle in a small amount of water and each week increased the level each week slightly (under supervision) is this wrong? people give me strange looks, but from previous experience, many years ago, we nearly had a duck drown, because it never swam in water deeper than 5 or 6 inches, so i thought id teach them at an early age. All ducklings were towel dried before being put in pen and were never put in water when the weather was wet or cold. am i doing the right thing?

We use a chicken fountain for the first few weeks then we give them a black water bowl (TSC) with a rock in it so they can't swim. They don't need swimming water at this point. We also keep them on wire until they are feathered and ready to go into a grass covered run.
