Ingrown feather?

Back with another rescue! We found this on his back today. Are ideas? Ingrown feathers? It’s raised and definitely tender.

Is that the preen gland? On their back near the tail?

Looks like their oil gland to me too

It is on his back, near his tail. I’ve never noticed it before. It was a little wet but it’s hard, not soft like an ingrown hair would be on a human.

Ya know, I don't think I've ever examined ours that closely to know what they feel like
But yes, it shoild be right above the tail.
Not sure if its too cold for swimming where you are but you should see him rubbing his head back and forth on it while preening and then distributing the oils to the rest of his feathers...especially after swimming.
