Injured comb

This is one of my Rhode Island Red girls. She had a spat with a new hen and ended up with a small scab. In 2 days, it had spread to a scab all over her comb. I separated her and applied neosporin. I've been keeping an eye on it and it is just not getting any better. And now her eyes are swollen shut. It is hard and seems painful. I'm assuming it is infected. Any ideas what I should do next?
