We have a drake that was beat up by another drake of ours. Underneath the eye the scratched and some of the feathers are left. They actually eye looked sore at first, but now he keeps it mostly closed and is "foamy" in appearance.

Is there anything we should give him? Eye drops?

I would say, just by his behavior, that the eye is in fact injured. The cornea is probably scratched in the very least. This is very painful that's why he is keeping it closed. Do you have a vet that would sell you antibiotic eye ointment for him? If not, you can go to Walmart, etc. and buy some eye ointment that will at least make it feel better. Do NOT get any eye medications that have any kind of pain killer tho'. Anything that says "novacaine", "lidocaine", or anything with "caine" on the end. But there are ointments for the eye that will help him.
It will heal on its own but there may be permanent damage. He will be ok either way. I have a one eyed duck and she does just fine. Good luck
