Injured foot

That looks like a classic bumblefoot scab. You would still do the Epsom salts soaks, and then work on getting the scab loose and peeled off over a few days. The surgery is quicker, but there are many different approaches. Some use a sugardine dressing on the foot for 2 days, changing it every 2 days. Sugardine is simply Betadine mixed into a paste with sugar in a container. Apply it to the scab, cover with a folded 2x2 dressing, then wrap with vet wrap or cohesive bandage strips. Prid drawing salve may also work. Here is a good video on applying a bumblefoot dressing:

I usually only do the surgery if the chicken is limping, and the bumble looked abscessed.

Since the top of the foot is swelling too, do try to spread the foot open and look in the creases/folds of her toes (red arrows) to see if there's debris impacted in there and need to be cleaned out or if there's infection, etc.
