Welcome to BYC. It's a shame you can't keep chickens, but rules can be changed. Perhaps start a Facebook page dedicated to your cause, and go from there. There is power in numbers, and you may get lucky and someone with experience with these things may get involved. Good luck!

Sorry you can't have chickens. Some places do allow quail tho. Had no idea there is(?) a chicken underground - with our brutal temps no way to dig to get to underground.
