If I can't stop the bullying, I will either cage all the worst bullies for part of the day so the little ones can get sustenance. If it still doesn't work for them I separate them out completely, giving the little ones their own quarters. I find a couple of calmer birds that do get along with them enough that they are not totally bullied or terrified.
Flock jostling is common in all flocks, it's just how the pecking order works. However some birds can be picked on relentlessly to the point of them literally starving to death. So it is up to you to take necessary action to minimalize the bullying. You will never stop the pecking order, but you can ease the pressure on the little ones with some creative separation of either the bullies or the little ones.
