How do I introduce a young roo to my hens after quarantine, should I put a fence between them for a while,?

That would be a good idea. Let them get used to each other thru a fence for awhile. When all is peaceful, you might try putting him in the coop with the hens at night. The hens will wake up in the morning and tada! they have a new friend.
Be aware, that older hens can give a young cockerel a really bad time at first. He has to learn to cowboy up and dominate the hens before he can take over as leader of the flock. So, watch for sqaubbles. Some fussing is okay, as long as no blood is drawn.

Well what I would do is introduce them in a public place, say like maybe a Starbucks.

Mr Young Rooster meet the Hens.

After suitable small talk I'd make an excuse, leaving them go where they might.
