I've had a couple like that. It tells me they need more probiotics. We'll give them a bath and use a kitchen scissors to cut the feathers back there so poop quits sticking. Then put powdered probiotics in their water every few days.

They also make a granular type you can mix in their feed, or a tablespoon of regular Greek yogurt daily or every few days also can help.
