Is 40F too cold?

They are 7 weeks old and mostly feathered. Some are still missing some back feathers, but otherwise fully feathered. I have a place for them out of the weather(old dog crate). Is it safe to leave them out? If I must I could run a ceramic heat lamp out to them,but it is NOT rated for outside.
 
Not enough information. Are you moving them out of a 74F house into the great outdoors? Or from a 50F garage? How many are there to cuddle together? Is the dog crate predator and draft-proofed? When you say their backs are "mostly feathered", do you mean they are only bare under the wings?
 
They are in my basement it is about 55-60ish mabey colder. They have been going outside on 50+ days for a couple of weeks I bring them in when it gets to about 50-45F outside. So far they seem to be doing good. I am mostly concerned about the couple who are feathering much slower than the rest(I have no idea what breeds they are).

It is just a pain to keep bringing them in, they are a bit hard to catch :)
