Is concrete mix going to be a problem?

The coop I'm building is on a slight hill, so one end is close to the ground while the other is about 16" in the air on blocks. Hardware cloth encase everything to the group. We want to build up the outside area that is currently raised, using a lot of leftover semi-hardened bags of concrete. This will help secure the structure and "bury" more of the hardware cloth. I think I know that answer, but just want to make sure that this is safe for the girls. Thanks!
