Is it a pullet or roo???

I got 2 rhode island reds 5 weeks ago, one looks like a female and the other one is well unknown, Lucy, didn't have much feathers on her when we got her and at 3 weeks old really developed fast, she's darker then her "sister" as you can see in the pictures but I'm hoping that she's still a she, what do you think,
